Using Posterization

It is a relatively easy process, first thing we need to do is create a new layer of our original image and work on this one. With our copied image layer selected we are going into Filter -> Artistic -> Poster Edges:

You will see how the effect affects your image. We have several effects we can play around with, namely: Edge Thickness, Edge Intensity and Posterization by increasing and decreasing the sliders we get different degrees of reality and painted looking images. For instance taking posterization slider to the far right edge the image looks like a real life photo whereas the far left side of the slider has the opposite effect making it look like a painting.
After you achieve the effect you want just click OK and this will apply the settings. This becomes very clear when applying the same settings into different pictures. So what looks nice on an object like the car on this example may look horrible on a person.

And that is how you can transform a digital image or a photograph into something that looks like a poster, painting or a comic illustration.
